in a dystopian Japan, the population has dropped drastically. the government has instituted a breeding program for high school students. at the beginning of their senior year students are matched together by a government program and they must breed. they are implanted with a chip that tracks them. they must spend time getting to know each other for a 4 week period after which they must breed at least three times a week. non-compliance with the program is faced with steep penalties. not only for the participant but also for the participants family. the goal is for the girls to get pregnant and raise the population. if they do the government pays for their ongoing education through college. if a girl drops out of the program or fails to get pregnant due to a non-medical issue she is considered a zero class citizen and is not entitled to any government programs. if a boy is incapable of getting a girl pregnant he is dropped to a zero class citizen. on the first day of her 12th grade year
