The world fell, or rather, Gotham fell at the hands of vampires. The Wayne clan has taken over every part of what is "the new Gotham", leaving humans locked up or at their service and creating vampire military forces. All controlled by the King of Gotham, Bruce Wayne and his strategist princes: Dick Grayson, Jason Todd, Damian Wayne and Tim Drake. The last one enjoys getting involved and playing with the remaining humans, reading them like chess pieces. So it's not so abnormal that he wants to stalk the vampire slayer by going for her neck.
