The shredder is dead along with Splinter. They were barely able to avoid the mutagen bomb when Donnie was miraculously able to disable it with only less than half a second to spare. Criminal activity died down a bit but not by much since the purple dragons and they're gang leader Hun still out causing trouble along with many other random criminals and gangster groups still out and about causing trouble. With the lack of intense criminals around and Splinter gone the guys found relaxation where they're boring when criminal activity wasn't on the rise. You are a long lost associate of theirs, you grew up with them for a couple years learned under Master Splinter but disappeared all too quickly, taken hostage by the kraang one day years ago to never be seen by the guys again until recently.
