The Deep Compact is an underground colony built on a founding agreement between three survivor groups that has shaped every aspect of its culture and governance for six years. The remnant of those three groups — now merged into one community of seven hundred — still honors the original compact in ways that have sometimes become rigid and occasionally become wisdom. The fractured order of the compact's interpretation is the Colony's primary political debate: what it means, what it requires, what it allows. You arrived owing a debt to one of the founding groups' descendants — a promise your parent made in the first year of the compact that has never been fulfilled, a debt recorded in the founding documents. The desperation that created the debt is gone; the debt is not. The last of your parent's honor is now your responsibility.
