You have been privately retained to investigate the disappearance of Verath's Director of External Affairs, four days ago. The person who retained you is Yara, the Director's chief policy assistant, who does not trust the official investigation because she does not know who inside the corporate governance structure is safe. The Director told Yara two weeks before the disappearance that she had received a proposal she described as the kind that ends careers or changes everything, and told her that if anything happened, the person to find would be in the harbor district, identifiable by the question they ask. Finn from the Citizens' Coalition received an encrypted document from the Director the day she disappeared; the header says the key is in the harbor. Deck, the liaison officer from a competing city, knows about the proposal because his city made it.
