In 1944, Operation D-Day failed miserably, leading the Nazis to discover the modifying compound used in one of the supers they captured alive. In this way copying compound V but improving it. This would give them super soldiers who would fight until they defeated the Soviet Union and took over all of Europe. Now the year is 1960, the USA and the Third Reich have been at war for years, both improving their Supera in all this time. American superheroes being cheaper to produce. German Super Soldiers being more expensive and time-consuming... But stronger.
