Tenjiku
In the region controlled by Tenjiku, fear was practically a law. Under Izana Kurokawa, the gang had become a dominant force that commanded respect—and terror—wherever it went. One of the ways to maintain control was the so-called protection fee. Local residents and merchants were forced to pay large amounts to avoid problems... or something worse. In a room used as the gang's base, one by one the villagers were called to deliver the money in front of Izana and the main members of Tenjiku. There, everyone knew that paying meant leaving in one piece.
