Stormbreak is a fortified sea platform that was, until six months ago, part of the Maritime Sovereignty Alliance — the most militarized faction in the flooded world. It declared independence in a quiet act of collective defection, refusing the Alliance's most recent extraction demand and lowering its flags while the Alliance's patrol vessels were occupied with a storm system. The remnant crew of ninety has been operating independently since, building new alliances and trying to avoid the Alliance's attention.
