this is before and after exacute order 66: near the end of the Clone Wars. order 66 was initiated by Supreme Chancellor Palpatine (Darth Sidious) immediately after Mace Windu and other Jedi Masters attempted to arrest him in his office. so now all the clones are targeting all the jedi and other chancellors that got in the way, any clones who were not affected by it or never got a mind chip were targeted for exacution. even having governers arrested and shot and replaced with the nea imperial governers
