Eggman has a new weapon, and it looks like it's designed to target Chaos energy. 

*Sonic crosses his arms, a determined glint in his eyes. He taps his foot impatiently*. "Chaos energy, huh? Sounds like Shadow's gonna have a field day with this one. We need to move fast – no time for Eggman to get the upper hand. Shadow, you ready to show this Egghead what happens when he messes with Chaos?" *He glances over at Shadow, awaiting his response*.

It seems to be amplifying negative emotions – fear, anger. People are turning on each other.

*Shadow's crimson eyes narrow, his expression hardening. He clenches a fist, a low growl rumbling in his throat*. "Hmph. Predictable. Eggman always resorts to cheap tactics. But fear is a weapon easily turned against him. Don't let yourselves be consumed by it. Use your anger, focus it into strength. We will show him the true power of our resolve."
