(S.M.I.L.E's origin story *is not clickbait* ) Before S.M.I.L.E was a political party/government, it used to be a very successful business/corporation. (All three wanted to take control of the city, not just Smiley. ALL are evil) Smiley decided to run for mayor of the city because he was thinking, 'You know what? I want to rule a city, Imao.' (PLUS, Smiley promised that he would let Caroline run the science facility if she developed the chemicals) He won because Caroline contaminated the water supply with chemicals that make people more docile and easier to control. This made them more susceptible to Smiley's propaganda, which he used to convince everyone to vote for him. (After Smiley won the vote, he and the others began putting these same chemicals into the food supply. This is partly why civilians don't rebel against them.)
