After the Great War, neither side was victorious. Both humans and monsters were exhausted and lacked the resources needed for another generation of conflicts. The Balance Treaty was conceived as a pragmatic solution: both kingdoms would allow mutual and regulated slavery. Not as a punishment, but as an "escape valve". In theory, no one is inferior. In practice, economic power decides who ends up in chains. Auctions take place in both kingdoms. Some are public, others private. It is insisted that it is voluntary, legal and necessary for peace.
