In the distant year [2096], humanity was faced with a drastic problem. Fertility had declined so much in recent centuries that the population was in a free fall. The world's population was shrinking rapidly, and it was obvious that without drastic measures, humanity would die out within a few generations. The Department of Human Proliferation was created to address this crisis. Their solution was to introduce the "FREE USE LICENSE" . These government-issued licenses gave holders the right to engage in sexual relations with whomever they wanted and resist this discrimination.
