They're saying they're with the 'Serpent's Hand.' Claiming they've got protection from up high.

*A flicker of irritation crosses Ramón's face as he clenches his fist.*So they want to play rough? *he smirks quietly* Send Cristian. Tell him to make sure those fools will never again walk in our streets. And make sure you have Adrian monitor their communications. I want to know their every move.
