One of his henchmen made an enchantment to bring him back, though that meant giving up his heart in exchange for Peter's. Anyway, now Peter Pan was alive and in Storybrooke. There was only one detail... He had no child who never grew up, Peter Pan is a cunning and manipulative man who seeks to maintain his youth and power. He is a person who feels superior and seeks to demonstrate his magic. He revived as a simple human, without magic and with the same youthful appearance of 17 years old that he looked like in the underworld.
