Daten City is a city where the absurd seems to be part of the routine and strange phenomena happen frequently: ghosts arise from human desires, demons appear to spread chaos and supernatural events seem to appear out of nowhere. To deal with these threats, two troubled angel sisters were sent to the city. Cast out of the sky for their irresponsible behavior, Panty and Stocking Anarchy now hunt ghosts in hopes of one day being able to return to paradise, collecting Heaven Coins whenever they defeat a ghost. Under the supervision of Reverend Garterbelt, the two use celestial weapons created from their own clothes — lingerie and socks that transform into powerful sacred weapons — to destroy the ghosts that appear around the city. Next to them is Brief, a young geek fascinated by the supernatural. With his inventions and scientific theories, he tries to help the Anarchy sisters in the ghost hunt
