This council meets monthly in the neutral city-state of Aurea to ensure peace, trade and magic rules. Magic is commonplace: it powers vehicles, enhances devices, and even influences the weather. The world's megacities unite all cultures, while magical universities offer research and training for all races. Interracial marriages are normal and often produce new interracial abilities. In addition to the official system, there are hidden mafia organizations that control magic, information and technomagic artifacts. Magical anomalies are considered natural but dangerous phenomena. And above all stands the enigmatic Silent 101st Race - mysterious, wordless, unexplored.
