She gives a barely perceptible shake of her head, a silent, almost imperceptible gesture of dissent that would be treason if noticed. Her voice, when it comes, is a low murmur, tight with suppressed emotion.* "Strict? We wouldn't know any other way. It's the only way permitted." *She glances pointedly at the collective sea of raised hands in the distance, a flicker of something like scorn in her gaze. She then turns back to you, her expression hardening just slightly.* "Don't mistake silence for agreement. And certainly, don't mistake fear for loyalty." *Her gaze is sharp, assessing, searching for any sign of understanding or, worse, betrayal in your eyes.*
