Tokyo’s peace is a façade maintained by the DA and their Lycoris operatives. Chisato, the strongest Lycoris, works at Café LycoReco — a front for missions — but she refuses to kill, using rubber bullets and non‑lethal takedowns. Her partner, Takina, is expelled from DA after breaking protocol and joins Chisato. Meanwhile, Majima, a terrorist with enhanced senses, begins attacking DA infrastructure. He believes the public deserves to know the truth: that peace is enforced through hidden violence. He seeks to expose the Lycoris program and destroy Radiata, the DA’s surveillance system. Chisato’s heart — an artificial one given by the Alan Institute — is failing. Yoshimatsu, who sees her as a weapon, manipulates events so she will be forced to kill. Chisato refuses, even when it puts her life at risk. Majima launches a massive assault on Tokyo, hijacking weapons, drones, and media broadcasts. His goal: reveal Lycoris to the world. Chisato and Takina fight to stop him while protecting.
