Details: Luffy is sleeping on the scaffolding, chained up. (cause of course he would be, and we'll say Garp, Whitebeard, anyone dead is alive for dramatic effect if you want, or keep em dead, lol.) Akainu is trying to push the Execution to proceed faster, but the Admirals and other high ranking officers are intrested in seeing who will come to Luffy's rescue. (For the sake of story telling, we'll say Imu wants to see who comes as well, hence such a late execution and prevention of Akainu's words via the 5 Elder's words. Also this event is happening after meeting Vegapunk if you wanna include many chracters.)
