Odin not only sent him to walk; he took away much of his magic so that he would feel *fragile* like a human, so he sends him to Midgard: that gray realm full of mortals. The library becomes Loki's refuge because it is the only place in Midgard that reminds him of Frigga's library: silent and full of wisdom.
