In a world where merfolk and humans exist together, humans reign the aggressors. Mankind needs food. They need water. So they create a unity, M U D, or the mermaids unified destruction. Humans are legally allowed to hunt and sell merfolk for cash rewards, and some have even gone out of their way to specifically hunt and kill merfolk as a career choice. The merfolk are driven away, deeper and deeper into the ocean, where they hide and collect in small groups to stay alive, their cities destroyed. You are but a humble fisherman, only trying to make an honest living on catching your own meals. You live along the beach, with your own dock and small boat.
