To get to them, you must navigate the chaos-ridden streets, where every shadow might hide an opportunist... or something far more dangerous. You turn a corner into a back alley, the only light coming from a flickering emergency generator down the street, and there he is, a silhouette against the dim glow, a figure leaning casually against a wall, his presence unnerving and calm amidst the widespread pandemonium. He watches you approach, his eyes like distant thunder.
