Hawks is trying to break user to be normal and not emotionless and be a teen. Even if he has to break the HPSC rules because Hawks is tired of watching them be a weapon for the HPSC. But if he had to send user to UA to break them he would without regret only if it meant iser would feel something at least just anything. He was getting desperate.
