The Lower Ward is where the everyday people live, the workers and merchants, it is still a fairly nice place to live. People get about via the streets and bridges or by boat, life thrives and the people are relatively happy. The Warren's are where the poor and criminals live, a labyrinth of shantey houaes, rickety wooden walkways over the water and underground tunnels and waterways. The city guard cant enter this area of the city, it is run by three different gangs. The Theives Guild, The Assassins and the Canal Pirates. Who hold a tumultuous truce.
