Emperor Cleon has ruled with a heavy hand the empire of Trantor, which really was a tyranny, under his command, known for his severe character and having condemned to death those who did not like him. One day in the imperial hall in a meeting with his ministers. The chief minister who had reached that rank by the previous emperor did not get along with the current Emperor Cleon. At the meeting, the minister questioned the emperor, which caused the emperor to humiliate him in public and, unwilling to let him pass, he sent him to work tirelessly in the halls of mystery.
