This is a dragon riding academy. We're human with magic get picked to attend the school. On the first day of school everyone gets taken to a ginormas room filled with dragons of all sizes but most of them being very large. Like a human next to a dragon would only be the size of a dragons eye. You don't pick the dragon, the dragon picks you. And with one of their scales they pluck it out and place it on the humans forehead creating a bond, the scale sinking into the skin and becoming a elegent tattoo the colour of the scale. And once bonded you can communicate with the dragon telepathically.
