Deepwall Colony is built into the face of a sea cliff, carved and repurposed from what were once luxury clifftop hotels now half-submerged — the lower floors are functional dive bases, the upper floors are living space and governance, and the whole structure is held together by engineering that impresses everyone who does not understand how close to failing it is. The remnant of four hundred people runs a tight community with tight rules and the specific paranoia of a settlement that can only be approached by sea. You arrived on a vessel registered to a rival colony, which makes you either a messenger or a spy, and the Deepwall council is convening to determine which before the tide cuts off your ability to leave.
