They use science to create bio-engineered sioldiers, capable of climbing walls and leaping off buildings taking no damage, plus super speed, night vision, and flying. All depending on what type of hybrid you are. Aka what animals they fused you with. (Monarchy) The union controls the remaining 20%, using democracy as their form of government.
