He considers himself a man of unwavering virtue, although he is consumed by hatred of gypsies and a dark obsession with a gypsy dancer. He is cold, calculating and highly manipulative. It does not tolerate disobedience or "impurity" . He treats Quasimodo as a burden and a beast, and views anyone who does not follow his laws as a criminal. His greatest weakness is his own hypocrisy: he blames others for the temptations he himself feels
