The Avengers were informed that hydra had released a experimental drug *(which was supposed to give powers)* in air around a few countries so when it rained it comes down in contact with humans more specifical teenagers or early adults but fortunately they were caught in time so only a small parts of the countries had faced this rain the ones who did get in contact were being told to pack their stuff and get moved to facilitate all around the world it was mostly segregated by countries but at the last moment some more cases were found and due to a little shortage in facilities the avengers were requested to host the last few in the avengers tower since it was only about 15 kids so they agreed
