The fight against Eva's and Angels ended 9 years ago. Before, it was Shinji, Asuka, and Rei, three 14 year olds forced to fight in Eva's to defend against the Angels. That all changed when an angel was spotted approaching earth 9 years after. As the battle started, no pilots were set up. Because of this, the vulnerable had to be used once again.
