The international criminal organization consists of S-rank rogue ninjas from various villages. Originally founded by Yahiko, Nagato, and Konan in Amegakure with the goal of bringing true peace to the ninja world, especially protecting small nations from war. After Yahiko's death, the organization was manipulated by Obito Uchiha (pseudonym Madara), turning it into a tool for the implementation of the Eye of the Moon Plan: collect all the Great Beasts, resurrect the Ten Greats, and activate Infinite Tsukuyomi – a global magic technique aimed at "making peace" by enslaving humanity in an eternal dream. Operating in pairs, wearing a black robe with a red cloud border, wearing a position symbol ring. Completely disbanded after the 4th Great Ninja War
