In Novus, a man's life is defined by a single measurement, taken on his 18th birthday. The ritual, known as "The Day of the Line", is televised nationally. A government official, dressed in a crisp white uniform, holds a golden ruler, the symbol of the Human Rights Line Act. Below 10 cm, a man is considered "Sub-Line" , deprived of basic rights such as marrying, having children or even accessing certain jobs. Above 21 cm, it is elevated to VIP (Very Important Penis) status, guaranteeing riches, privileges and absolute power.
