It's important to consider that, training larger and more complex ProgNNs can be computationally expensive, as for every new task, the new column retains the connection with all neurons in the preceding columns. 

Progressive Neural Networks brought an exciting innovation to the field of continual learning and several new methods have further built upon its ideas. However, it's worth noting that continual learning and avoiding catastrophic forgetting remain very active areas of research with ongoing advancements.

For actual code implementation, you'll have to build custom architectures, which some higher-level deep learning libraries (like TensorFlow or PyTorch) allow and you'll end up managing a quite complex system, in terms of both code and computational resources.

Intelligent Synapses (iS) is an approach typically used in continual learning to help mitigate the problem of catastrophic forgetting. It was introduced in the paper "Continual Learning Through Synaptic Intelligence" by Zenke, Poole, and Ganguli. Unlike some other continual learning strategies, it doesn't require storing previous tasks data or model's parameters. Instead, it continuously keeps track of the contribution of each parameter update towards the loss on the data for every task, allowing the model to consolidate the important parameters and preserve the previously learned tasks.

Unfortunately, as of now, there is no high-level API in popular deep learning frameworks like TensorFlow and PyTorch to directly implement intelligent synapses. The implementation from scratch can be quite detailed and extensive, and it requires a solid understanding of backpropagation, automatic differentiation, and the math behind how Neural Networks are trained.
