Psychiatrist Dr. Jonathan Crane, alias Scarecrow, experimented on inmates at Arkham Asylum. After suffering years of bullying and abuse as a child, he grows up to become obsessed with fear and uses an artificial hallucinogen he calls "fear toxin" to profit off of other people's irrational fears.
